Study On The Rural Creative Talent's Formative And Functional Mechanism

China is a large agricultural country. The healthy development of the national economy depends on the development of agriculture and the richness of farmers. According to the new economic growth theory, human capital is the decisive factor in economic development. The stock and growth of regional human capital directly determine the level and speed of economic development in the region. In China human capital formed in rural areas has obvious spillover effects which generally flows to the cities but rarely plays in the rural areas within the overflow effect. This is one of the reasons that the agricultural technological improvement is slow and the rural economic development is lack of the follow-up force. Rural creative talents play an important role in the promotion of agricultural science and technology and the growth of peasant incomes. The study of the rural creative talent's formative and functional mechanism has important practical significance.The object of the study is rural creative talents, and the thesis analyzes the rural creative talent's formative and functional mechanism in the way of combining theoretical and empirical analysis according to human capital spillover effect theory, technology diffusion theory and opinion leader's theory. Then it gets the conclusion that the rural creative talents play an important role in the rural economic growth and puts forward corresponding advices on the bases.This thesis concludes five parts—introduction, theoretical review, theoretical analysis, empirical analysis, and advice. In the part of introduction (Chapter 1), the issue has been put forward, concerned concepts have been defined, and the innovation and the study methods have been interpreted briefly. In the part of theoretical review (Chapter2), four theories-the traditional agriculture transformation theory, human capitalspillover effect theory, technology diffusion theory and opinion leaderstheory-have been reviewed. These theories have important theoretical significancefor the research of rural creative talents in the paper. The part of theoretical analysis (Chapter 3) discusses and analyzes the rural creative talent's formative and functional mechanism theoretically. The part of empirical analysis (Chapter 4) firstly studies the rural creative talent's formative and functional mechanism through case studies by comparative analysis method. Then it verifies the positive impact of the creative talents in the rural areas on rural development, which was used the measurement of test method in accordance with the actual situation and the specific data in Shandong Province. In the part of advice (Chapter 5), based on theoretical and empirical analysis, advice and suggestions on how to strengthen the building of rural hardware and software, on how to promote the formation of rural creative talents, and on how to bring them into play, have been brought forward.
