Creative industry is developed under the background that the world economy comes into the knowledge economy era. It is new ideas that look the innovation as its core and emphasize cultural promote and support on economic. As the increasing of globalization and competitive, the development scale and level of creative industry has become an important index of a country or region comprehensive competitiveness. The essence of creative industry is the knowledge economy based on cultural spirit, the cultural creativity in the fields of spirit products and material products. Therefore, creative talent is the core resources and wealth source of the creative industry. The motivation research of creative talents has a pivotal role on creative industry economic development and cultural construction.This article takes the Beijing's creative talents as the research object, comprehensively analyzing the common features of creative industry and creative talents based on the review of creative talents related theories. Then, from the society and enterprise aspects, we analyze and summarize the macro and micro incentive factors of creative talents. Finally, based on the current situation of Beijing creative talents and stimulation situation comprehensive analysis, this article constructs the motivation model and puts forward the corresponding incentive strategies. In this paper, emphasize the analysis of existing problems to Beijing creative talents macro and micro incentive situation, then putting forward the concrete implementation strategies of creative talents incentive model from the society and enterprise aspects.According to the special requirements of Beijing creative talents, this article proposed the creative talents mode which is combined with macro and micro incentives. This motivation mode overcomes the disadvantages of the order ones that are simple and not comprehensive. All these can provide the references to the Beijing municipal government and enterprises on creative talents incentive.
