Study On Optimization Of Agricultural Technology Extension System From The Perspective Of Rural Revitalization Strategy

The strategy of Rural Revitalization was put forward in the report of the Nineteenth National Congress of the Party in 2017,which aims at revitalizing and developing the countryside.Agricultural technology extension system,as an important bridge and link between government departments,agricultural scientific research institutions and farmers,is responsible for optimizing agricultural production mode,improving rural productivity level,and promoting and explaining newly developed agricultural technology.It plays an important role in the development of agriculture and rural areas in China.By means of literature research and data analysis,this paper makes an analysis of the development model and construction results of the current agricultural technology extension system in China.It summarizes and summarizes the agricultural technology extension models,such as "the combination of production,learning and research","project-driven extension model","science and technology demonstration park and demonstration base model","enterprise + peasant household model" and "agricultural cooperative model".The characteristics of the system development mode and the achievements made in the construction of some agricultural technology extension systems in China are described.In the course of researching this topic,I also found some problems faced by the Agricultural Technology Extension System in China: for example,the mechanism of agricultural technology extension in China does not meet the needs of market-oriented,has duality in organization and management,insufficient funds for agricultural extension,high age structure of agricultural technology extension personnel and low educational level.At the same time,the problems of backward rural infrastructure,reduced arable land area,large outflow of agricultural labor force and limited ability of farmers to accept new technology achievements were analyzed,which hindered the further optimization of Agricultural Technology Extension System in China.Then,this paper analyses the mode and characteristics of agricultural technology extension in developed countries,and summarizes some useful advanced extension experience and methods.Finally,through the research and analysis of the problems,and in the new perspective of rural revitalization,how to further optimize the agricultural extensionsystem in China was explored and studied.Firstly,we should start with rural "industry prosperity and effective governance",optimize the media of agricultural technology extension and promote the construction of diversified extension system by strengthening rural infrastructure construction and promoting the integration and development of primary,secondary and tertiary industries;secondly,we should promote agricultural technology extension by "living well and living ecologically",so that agricultural technology extension system can be closely integrated with the market.Dynamic,promote rural economic development,and promote the construction of green extension system;the third is to improve the agricultural technology extension system through "rural culture" to promote the adaptation of agricultural technology to local culture,so that the extension results are more acceptable to farmers,improve the conversion rate of technology into productivity;the fourth is to improve the existing agricultural extension mechanism,such as straightening out the management mechanism.The fifth is to strengthen the construction of the promotion team,such as training high-quality promotion personnel.
