In this dissertation, the author takes Poyanghu Railway Major Bridge as construction management study case. Based on project management's monitored control theory, discusses it that how to control personnel, operating team, cost, progress, quality, safety, environment project and risk those operation problems. The dissertation advances resolution method to realize efficiency control for project management goal of Poyanghu Railway Major Bridge.In the first, through analyses organization and project team of Poyanghu Railway Major Bridge, the author thinks it is important that to choose science mode to project organization and management. Task condition, organization demand and environment factors etc. should be considered on organization setting, personnel equipping and arrangement.In Poyanghu Railway Major Bridge project, those factors such as construction quality requirement, construction period, material, manpower, management level of technique and contract gets complicated infection on construction cost. At the same time, it afford experience and method for other engineering project.
