China's economy is in a period of rapid development, with the rapid development of global economic integration process, China's reform has speeded up the pace of opening up and the number and scale of enterprises continue to expand. The constant influx of foreign-funded enterprises and enterprises into our country make Chinese enterprises directly faced with fierce market competition. Modern enterprises competitive basis changes from competition in capital in the past to the competition of integrated management. The management of enterprises becomes effective solution to the problem. Chinese enterprises need to change from the traditional experience management to modern scientific management. How to effectively mobilize the enthusiasm of the staff, and improve enterprise efficiency and effectiveness become keys to business development issues. Timely introduction of Management by Objectives is to meet the needs of reform and upgrade in enterprise management.MBO as a practice has been proven to be effective management theory and methods. China has more than 20 years of application of it, but concerning the understanding of the MBO there are many errors. There is blindness and one-sidedness in the scientific system of how to design and operate MBO, lack of scientific means and method and insufficient operation of management of objectives. The objectives and results is inconsistency or even contrary to each other. Thus the goal of MBO, the modern management methods lose it proper power. The corporations that implement MBO fail to achieve their goals. Thereby they abandon it or make it a mere formality, which hinder the upgrading of the company's management theory and practice and the modernization, regularization and institutionalized management process and is of little help for the enterprises health growth.In this thesis, system analyses will be done on a number of issues that enterprises often encounter in the use of MBO. According to the specific manifestations of the MBO problems in operation, the target problems in the operation of management are divided into two categories: problems in the objective design and problems in the evaluation of the goal performance. Through analyzing the rootstock we can find that these problems are mainly due to the misunderstanding of MBO, the scarcity of efficacious evaluate standard and the failure to master the methods and tools of MBO. Based on the analysis of the issues and reason, corresponding countermeasures are put forward concerning evaluate standard, methods, tools and procedures, expecting to help enterprises avoid or resolve the actual problems in the management effectively, and provide useful insights and experience for China's enterprise management in theory and practice.This thesis is divided into five chapters. Chapter 1 describes the research background, research questions and research methodologies, and relevant literature review. Chapter 2 analyses the problems and causes of them in MBO operation in the enterprise .Chapter 3 proposes corresponding countermeasures to resolve the problems of objective design. Chapter 4 proposes corresponding countermeasures to resolve the problems of performance evaluation. Chapter 5 presents conclusions.
