With the coming of the epoch of globalization economy.the scope of competitions occurring among the enterprises expands increasingly,effective management to human resource has been considered a vital approach for the enterprises to acquire the predominance. However, in modern human resource management,the performance managing is the key.While in the performance managing.the performance evaluation is the most important which plays a decisive role in realizing the goal of the business strategy.Nevertheless,how to understand the positioning of performance evaluation and set up a System of Performance Evaluation(SPE)which can adapt to their own enterprises,is a puzzle as well which has not so far been solved well although domestic and international enterprise have been seeking for years.This thesis integrating the predicament which the company JC has encountered in the management.having studied and investigating,and applying the basic theories regarding the performance evaluation and performance management,we have made a systematic and overall analysis for the current situation of performance evaluation of company JC,and indicated the problem of performance appraisal indexes to managers and ordinary personnel and managers.it envisaged an arrangement of performance apppraisal system,that is,to design an objective-orientated performance appraisal system based on job analysis,then resolve the enterprise's objectives in a hierarchical way. To be specific,in the course of performance appraisal,to apply the approach of MBO(Management By Objectives),combined with KPI(Key Performance Index) to the construction of the enterprise's performance appraisal system,and inview of the actual operation state of each department in the enterprise,to resolve at department level, the strategic objectives of the enterprise every specific post ordinary personnel.and consummated all of the has been set and eventually fulfiled down toperformance appraisal indexes to managers and Finally to decide the appraisal subject and the cycle designing.This SPE fill up any blank about important tache.The SPE has carried into execution simply in company JC and achieve the favorable achievement.The cooperation of the department and the employees has increased,the performance has obtained control and management.Establishment of SPE is a project that is both hard and intricate,most of our enterprises have just stood in the stage of start and grope in this respect.especially, some state-owned building materials market enterprises like company JC have got many problems when implementing the SPE.Therefore,This thesis is a maiden attempt of designing the SPE of company JC,and redound to source for and set up a SPE which can fit for the China's actual conditions,meanwhile it can also be operated well in practice,we would like to provide some references for Chinese start-owned building materials market enterprises that are making renovation in terms of performance evaluation.
