MBO–Management By Objectives,quite popularly adopted in management of modern companies.was a scientific management methodology and tool proposed by Dr.Peter F.Drucher in his famous management work The Practice of Management in the middle of 20thcentury.But in investigation of management practice of these companies,it's found that MBO is just used as a assisted management tool for HR performance management,not used as a systematic management tool for execution and realization of company strategy as proposed by Dr.Drucher.The misunderstanding and misapplication are so common that they even have suspicions about the methodology itself.When it's take MBO as a whole set of systematic management tools,many points of difficulty and question need to be clarified,analyzed and solved during the understanding of the“traditional”management tool.They are the main causes of failure when it's applied in these companies.HuiGu Company introduced MBO during last years of management practice.But MBO is only taken as an assistant tool for HR performance management.There are obvious deviation even wrong awareness about the purpose,effect and significance of MBO.Other problems also exist such as messed illogical objectives selected,not properly quantized objectives,not in-time effective review of objectives etc.Based on the investigation of MBO practice of HuiGu,comparing with successful experience of famous HuaWei Group,all those main difficulties and problems of MBO in HuiGu company are identified and analyzed in the research.Detailed deep thinking in the research about the main aspects of MBO in HuiGu Company,such as Study on organization,Study on system structure,analysis of points of difficulty and questions,Study on process of implementing,Study on structure of objectives,Study on evaluation and control of process,etc.especially very detailed practical study and analysis of the points of difficulty and question,help find and provedclear detailed operable template or solution for all points of difficulty and question.Some new attempt implemented and positive feedback and effect obtained during the research in input and selection of objectives,value analysis of different level of objectives,quantization of objectives,analysis of prerequisites of success in implementing of an objective,review period of objectives,combination of MBO and IT software platform,The importance of systematicness long-term and continuous improvements is emphasized in the research,they can help managers build their confidence about the MBO methodology.With the help of modern IT technology,combination of MBO and IT software platform,can simplify greatly the complicated daily work in implementing of MBO.As a traditional systematic management tool,besides the basic principle of the methodology,the close combination with company practical management situation is also very important when implementing MBO.Success can be obtained only with systematic abstemious continuous determined implementingWith more and more IT technology applied in business management,the future direction of MBO would be how to combine MBO and BIMS?Business Information Management System?,make MBO easier,more effective,real-time monitoring available with the help of mobile terminal.
