The core of enterprise competition lies in talents, and scientific and reasonable employee performance is not only important foot stone for human resources to conduct effective management but also powerful support for the enterprise to realize strategic target. It has become key problem which the enterprise must face and consider on how to set up reasonable and effective performance index and incentive mechanism so as to play great potential of human resources and provide sufficient reservation guarantee for enterprise development and competition.This paper takes Xintao Huayu Holding Group as research target, and by investigation it discovers that current employee performance evaluation indices in the group have many problems such as single evaluation target and assessment method, and unscientific positioning and selection of evaluation index. Based on the theory of management by objectives, the author conducts optimization and design on its performance evaluation indices, and decomposes strategy target in enterprise level into the targets in department level, and finally refines the targets into team and personal targets, and conducts system optimization on the implementation and guarantee mechanism of indices.By comprehensive investigation and deep analysis, this paper sets up a set of employee performance evaluation indices complying with development requirement of Xintao Huayu Holding Group, and specially conducts scientific design on employee performance evaluation indices in departments such as enterprise development, finance management, marketing, engineering equipment, and technology research and development so as to make employee performance target consistent with the whole enterprise strategy target. By making implementation program and guarantee mechanism of performance evaluation indices, this thesis also improves the reasonability and operability of evaluation indices. Meanwhile, the research shows that the feedback of performance communication and performance evaluation result is very significant for the implementation of performance evaluation indices. Research conclusion of this thesis can provide the reference for the optimization of performance evaluation indices of the same kind of enterprises.
