Research On Post-project Evaluation Of Government Investment Project

There are only about ten years since Project Management was introduced into China. Post-project evaluation technique has been known as the essential part in the process of the Project Management for a shorter time. Until the 1960's, managers in American tried to use the method of results analysis to evaluate the effect of investment. Then Post-project evaluation technique became a very important and effective method to analyze the investment results. It is becoming more and more scientific.Post-project evaluation technique is an important part of the Project Management process. The purpose to evaluate the results after the project is to inspect whether the original objects are obtained or not, and to judge the project decision right or wrong. So we can control and revise the decision. Post-project evaluation is more important to the government projects. Because the amount of the government investment capital is always very large and the government projects are always directly relative to the benefits of the whole country and the people.There are many important government projects in Qingdao in these years. These government investment projects promote the increase of Qingdao's city economy and accelerate the development of Qingdao. But there are many problems in the process of the government investment project management. For example, it is very difficult to decide upon a project, otherwise, it is easy to finish the project. Especially Post-project evaluation is not carried out quickly and is not employed effectively.So the topic of the thesis is the research on Post-project evaluation of government investment project. In the thesis, a special case is analyzed. It is the project of Huiquan Bay rebuilding. By writing the thesis and doing lots of research on the Post-project evaluation of government investment project, the author wants to find proper methods to resolve the problems in Post-project evaluation. And the author wants to improve the procedure and give some effective advice on how to carry out Post-project evaluation. So the central objective of the thesis is to establish a new kind of index system to implement Post-project evaluation effectively. A perfect Post-project evaluation index system is very helpful to motivate the management of government project and to obtain the original objectives of government project. Then we can get the double best results of both economy and society.In the first part of the paper, a new definition of Post-project evaluation is given, some theory about Post-project evaluation is introduced. In the second part of the paper, problems about Post-project evaluation of government investment projects are analyzed. And then, in next part, the principles to establish the index system of Post-project evaluation are discussed. Finally, the case of Huiquan Bay rebuilding project is analyzed by the methods of Post-project evaluation.
