Research On Improving The System Of Project Post Evaluation Of Government Investment In China

At present, China is a developing country, and it needs to accelerate infrastructure construction. The infrastructure projects, which are usually non-profit, or be difficult to make profit, or need long payback periods, only be constructed by the government, but not enterprises that always strive for maximize profit. So the government investment is vital. As a management means of projects of government investment, post evaluation can perform a great role, it can enhance decision-making level, investment returns, financial management level and so on. However, owing to project post evaluation of government investment in China being ignored for so long, the research on it is superficial, and there are a lot of problems during the implement. These problems press for solutions.Against the background, this paper first defined project post evaluation of government investment, and its objects choice, the differences between advance evaluation and post evaluation. Second, this paper introduced the current situation—the post evaluation content, procedure, principle, approaches and their application field. Third, it analyzed the existing problems. Based on these analyses above and drawing lessons from other counties and International Finance Corporation, such as India, Canada, America, Japan, World Bank, ADB and so on, this paper used analyze-resolve method, researched on five aspects—organization, law safeguard, approaches, resources management and utilization of achievement of post evaluation, finally put forward a series of suggestions. The suggestions can be used for improving the system of projects post evaluation of government investment in China.
