Along with the rapid growth of economy, china are increasing the resources' consuming and demand, the contradictions among economy development, environment and natural resources are becoming more and more glaring, mineral resource constraints have been bound up alternative capital for economic development in the principal contradiction, and the development of circular economy is easing resource constraints, reducing pressure on the environment, fulfilling the effective way to the rapid development of mineral resources-oriented enterprises. With the development of circular economy in the mineral resources-oriented enterprises, the lack of technological innovation ability is the important reasons for the slow development. Therefore, under the conditions of resources and the environment constraints how to ease the constraints of technological factors in mineral resources-oriented enterprises with the development of circular economy is a major problem we have to face.
