Analysis On The Restricting Factors Of Mineral Resources-based Industries On Developing Circular Economy

Along with the rapid development of China's economy, the consumption of mineral resources grew more and more, the contradiction of mineral resource constraints substituting capital constraints to the development of national economy's main restricting factors. To develop circular economy is the only way to this situation. This paper will summarize the theories and practice research of circulation economy (include circular economy of Mineral resources-based industries), and other related economic theory, then find and analyze the factors prevent the circular economy develop of Mineral resources-based industries. Firstly, low level of productivity, technology, and capital shortage factors constrain circular economy development of Mineral resources-based industries. Second, "priceless" of mineral resources cannot reflect the mineral resources scarcity and inrrevalability, which failed to promote enterprises reuse wastes. Again, because of the unclear of property right of mineral resources, the beneficiary, the transfer of rights are not yet fully able to enter the market transaction, resulting in mineral resources allocation of resources and mineral resources industry unreasonable operating efficiency (business administration monopoly). Finally, in order to provide some ensuring measures,we have to rely on the proper institution arrangements of government apartment, but we should supervise the behaviors government apartment, because government people may overrun our rights for there own interest. This paper will show and comprehensively analyze the main restrained factors of circular economy development of Mineral resources-based industries and further to analysis the restricting mechanism of these restricting factors.
