The Strategies Of Mineral Resources Exploitation Based On Circular Economy Of Heihe Region, Heilongjiang Province

There are plenty of mineral resources in Heihe, and the kinds of mineral resources are also abundant. Till now there are more than 90 kinds of minerals were discovered, and there are 36 kinds of mineral has investigated its resources reserves. The distribution of the mineral resources in Heihe is relatively centralized, and most of them are large deposits, so it is very convenient to exploit and use mineral resources. The author selects 9 kinds of mineral resources, namely coal, copper, lead, zinc, gold, marble, perlite, zeolite and mineral water as preponderant mineral resources, and discuses their regional and policies advantages during exploring mineral resources.Mining circular economy is a kind of economic increase pattern that follows the rules of sustainable development of mineral resources. It takes the high efficient and circular usage of resources as core, and reducing, reusing and recycling as principle. The low using, low output and high efficiency are the essential characteristics of mining circular economy. The author suggests that the only way of exploiting mineral resources in Heihe is taking circular economic mode. The exploitation of mineral resources in Heihe has finished a great change from traditional economy pattern, through ending administration pattern to circular economy pattern. Based on establishing a series of inner enterprise micro-circular economy mode in preponderant mineral resources, such as copper, coal and marble et al, we will realize a cycle from resources to products and to regenerate resources.Owing to outstanding advantages of the mineral resources in Heihe and its lower exploitation and usage, it is very urgent to establish a scientific stratagem of exploiting mineral resources. So the government of Heihe has brought forward a plan to constructing a mineral resources industry belt from Nenjiang, Aihui to Xunke. According to the kinds of the mineral resources and their distribution, the mineral resources industry belt can be divided to Duobaoshan, Nenjiang, Aihui and Xunke 4 mining economy divisions (mine industrial park). The exploitation emphasis of different division is dissimilar, so circular economic product chain of different mining economy division is varied. Duobaoshan mine division is a typical one among them, so the author has took it as an example to analyze its economic pattern. After analyzing the mineral resources characters of the product division and its inner cycling pattern of different mineral resources, the author has established a circular economy pattern of Duobaoshan mining economy division, which may point out a clear direction of mineral resources exploitation for Duobaosan mining economy division and it will be helpful for other divisions to establish their circular economy pattern.Through systematically analyzing different indexes, the author has defined the Heihe to be an early stage resource-based city. This conclusion may have great significant for the development of Heihe. Unlike other single resource-based city, the mineral resources in Heihe are abundant, so it is easy to form a cycling chain among different products and form a typical circular economy mode. However, the level of mining development in Heihe is also lower, it is necessary to refer the developing experiences of other resource-based city and systematically planning the mineral resources exploitation pattern and developing rapidity, if so we may find a shortcut.
