Research On The Leading Industrys Selection Of Henan Province Under The Restriction Of Industrial Resources And Environment

Henan is not only in the most critical period of the process of industrialization-"12Five-Year" period,but also in the fully-realized the well-off society and the socialist quaternity comprehensive development period,the economic development is still the theme of this period,how to change the mode of economic development and to achieve the smooth,stable,healthy and rapid economic and social harmony for sustainable development is still the most critical problem before us,which requires us to adjust the industrial structureand and take a new road of industrialization, but whether the industrys,especially the leading industrys industrial structure are reasonable is particularly important.The industrial base strength of Henan province s not very strong, especially our province is now in the over-critical period of the early to mid-and late industrialization,the development of economy still rely on some of the traditional resource-intensive industries such as coal mining and washing industry,but due to the economic transformation of society and the needs of the development mode change,our province must re-select and layout the industry leading industries,that is,how to reform the traditional exogenous-dependent industrial advantage industrys and to develop the new technology demonds of endogenous-dependent leading industrys.Therefore,the selection of the circular economy industry developmental pattern is an inevitable choice in the present stage of henan province,for the following reasons:First,our province is in the middle of industrialization,which mainly is given priority to heavy and high-carbon industries,this situation is not change in the short term, so our province is not appropriate to go low-carbon economy route;Second,recycling economics which is based on industrial ecology is an emerging discipline evolved,which has the meaning of low-carbon, eco and green, exactly in line with the basic condition of our province;Third,the circular economy industry development model is not only the optimal path and practical way of the new type industrialization development pattern,but also the best "booster" of the construction of The Central Plains Economic Zone.Therefore,how to select the leading industries of industry in the new situation and environment is the core and key factors in order to solve all problems.Based on the understanding of the problems of the above, this article is from the theory, the quantitative and qualitative three angles to study how to use the circular economy principles under the hardened condition of the resource and environmental constraints limit so as to choose the appropriate leading industrys which meet henan province future development demand in the very stage. First of all,creative ingenious circular economy principles to specific quantitative benchmark indicators used to reflect the resource and environmental constraints for the cycle of development and application of its mechanism of guidance and the establishment of a scientific,effective province Leading Industry Comprehensive Evaluation Index System;Second,integrated use of factor based on the advantages and disadvantages of the different methods of quantitative analysis and qualitative analysis of a combination of focus combined with market demand, technological innovation, the four main development indicators of the output of the cycle of development and inter-district or to the impact factor specifically addressed the main advantage of the choice of the Leading Industries shows chosen by leading industry and alternative industry (after the cycle of economic transformation after the upgrade) to effectively solve the "bottleneck" constraints of the resources and the environment and ultimately select four leading Industrys which meet the future direction of economic development in Henan Province,that is:tobacco and agricultural products processing and manufacturing, non-metallic mineral products,pharmaceutical manufacturing and equipment manufacturing industry and and its threelarge alternative industries,coal mining and washing industry, non-ferrous metal industry and communications equipment, computers and other electronic equipment manufacturing.And from the government, industry, enterprise three level (i.e.area, industry, enterprise three circulation system) to discuss how to promote our province industrial leading industry sustainable development,improve the input-output ratio of resources,reduce outside system emission of the industrial "three wastes", and to realize the "resource-saving and environment-friendly" virtuous cycle development.
