Research On Purchase Management Under The Supply Chain Environment

In the 21st century, enterprises are faced with a global supply chain competitive environment. The speed and efficiency of purchase, the implementation of the orders will directly affect the enterprises wether they can quickly or flexibly to meet the needs of the downstream customers or not. The level of purchase cost will directly affect the final product price of enterprises and the ultimate profit of the whole supply chain . In order to improve the competitiveness, enterprises extend the scope of purchase management from internal expansion to the external suppliers and reconstruct the purchase management of all-round in thinking, methods, tools and so on. In supply chain environment , enterprises make strategic cooperative relations between enterprises on the lower or higher reaches, it can exert itself good advantages fully, shorten product life cycles and rapid response to customers demand, so as to bring greater profits.In this paper, the changes in purchase management are described from three areas. In the past, purchase is for stock and it is a common trading relation from internal purchase management. Under the supply chain environment, purchase management is for orders and it changes to the strategic partnership of cooperation from external resources management .The JIT purchasing based on order-driven and the win-win cooperative relations with suppliers are discussed. It also introduces the evaluation of suppliers based on the BP neural network algorithm which effectively integrates by qualitative analysis and quantitative analysis. This method guarantees the objectivity of the evaluation results.The paper analyses and designs the function of the purchase management system particularly, divides the system into basic information management subsystem, purchase management subsystem, supplier management subsystem, information exchange platform, system management subsystems.The system uses the B/S model and the J2EE technology of MVC model to meet the needs of users to process the business. It reduces the burden on the database access and it also makes a large number of users visit timely and security, so it allows the system to have strong maintainability and expansibility. The paper gives the partial realization interface of the enterprise.The paper discusses the design project and technical support of purchase management system in supply chain environment which adapts to the characteristics and needs of middle and small enterprises, it has an universal practicability in a certain extend.
