| Since the 21 st century,human society has gradually come to an era of scientific and technological innovation.Science and technology innovation in the world continue to emerge,a country or region in order to get a good economic development,we must vigorously develop the core technology,and the premise of technological development must be innovative.Of course,due to differences in economic conditions,the importance of regional science and technology innovation issues,different countries or regions also exist differences,while the degree of regional science and technology innovation development is not the same.Before the reform and opening up,the domestic economic development is in a slow progress stage,for the regional science and technology innovation concerns far behind the pace of foreign developed countries.But at this stage,the domestic scholars gradually from all aspects of the problem in-depth study,usually based on the existing authority on the basis of research,and then fully combined with China’s actual situation to explore.In the increasingly fierce competition in regional science and technology innovation,China’s attention to this aspect and the intensity of investment is also greatly improved.In such a big environment,for the province and the region in science and technology innovation capacity will be qualitative improvement.In this paper,taking Deyang City as an example,this paper studies the present situation of regional science and technology innovation mechanism in Deyang city under the background of the whole industry,and analyzes its existence in the process of development by using literature research and field investigation Problems and the reasons for the lack of good results,and put forward effective countermeasures for these issues.This paper is divided into five chapters.The first chapter puts forward the background and significance of the topic,the literature review of the regional scientific and technological innovation research at home and abroad,the research contents and methods,the shortcomings of the research and the innovation point.The second chapter elaborates the regional science and technology innovation The third chapter focuses on the basic situation of the development of the comprehensive innovation and reform pilot area,expounds the internal factors and the external environment in the course of its operation,and carries on the development of the regional scientific and technological innovation in Deyang The fourth chapter mainly elaborates the problem of restricting the development of regional science and technology innovation in Deyang city under the background of the whole creation area,and analyzes its formation reason.The fifth chapter puts forward a series of suggestions for the above problems.It is found that the development of regional science and technology innovation in Deyang City has the following problems: lack of R & D expenditure,lack of innovative talents,serious loss of technology,low conversion rate of scientific and technological achievements,and lack of perfect regional science and technology innovation environment.Analysis of the reasons for the formation of these problems,and put forward the corresponding countermeasures:continue to strengthen scientific and technological innovation R & D investment;implementation of talent strategy plan,to create innovative personnel;gradually improve the conversion rate of scientific and technological achievements;and constantly improve the regional science and technology innovation environment. |
