Any country or area that wants to remain invincible in knowledge economy and in the wave of globalization must concentrate efforts on training and improving her scientific and technological innovation ability. Through scientific and technological innovation, to improve the resources' utilization efficiency, to protect the regional ecological environment, to upgrade the industrial structure, and to increase the reserve strength for regional development. Also it makes an analysis to the scientific and technological innovation's important roles in the coastal beach-land's development process, to the regional scientific and technological innovation system's connotation and structure, as well as to the advantages and restricted factors for building up the regional scientific and technological innovation system in Jiangsu coastal areas. On this basis, it put forwards the guiding ideology, strategic orientation, basic principles and objects of the scientific and technological innovation strategy in this region. For the construction of the scientific and technological innovation system in this region, this essay firstly starts with the analysis to major fields that need the regional scientific and technological innovation. In consideration to the special resources and environmental features in beach-lands, it puts forwards that three technologies, i.e., ecological agricultural technology, new industrial technology, as well as management and service technology, have important and profound significance to society, economy, and ecology's continuous development in beach-lands. It makes clear the scientific and technological innovation's main contents and direction in Jiangsu coastal beach-lands development process. Then in the aspect of system's construction, from the scientific and technological system's reform, system of law, investing and financing platform, intermediary service system, enterprise's scientific and technological innovation, characteristic innovation, to talents training and others, it gives a detailed description of the main measures in building up the regional scientific and technological innovation system.
