Research On Evaluation And Promotion Measures Of Science And Technology Innovation Ability In Hubei Province

Recently,economic development has become increasingly informatized,regionalized,and networked,and technological innovation developed rapidly,which has given birth to “knowledge economy” and promoted a new leap in productivity among countries or regions.As a key factor affecting the industrial economy and high-tech industries,the regional science and technology innovation supply capacity(RSTIC)has continuously enhanced its role in economic growth and has become the core element and endogenous power of regional economic development.China has successively put forward the “Central Rise Strategy” and the demand for reform of the supply of science and technology.Under this background,the central economic province--Hubei Province is the research object,objectively evaluate the scientific and technological innovation ability of Hubei Province,and scientifically analyze the problems and obstacles that hinder the development of Hubei's scientific and technological innovation capability are of great practical significance for the transformation and upgrading of provincial industries,the establishment of innovative provinces and the enhancement of Hubei's core competitiveness.At the same time,it can provide guidance for the development of innovation capabilities in other provinces in the central region,and rely on the improvement of provincial science and technology innovation capabilities to enhance the economic strength of the central region.Firstly,the thesis sorts out the related theories of innovation at home and abroad.Guided by the theory of scientific and technological innovation,from the perspectives of “factor subject theory”and “system theory”,the thesis proposes that regional science and technology innovation capability is a comprehensive ability composed of input,output,enterprise technological innovation ability,innovation environment and innovation performance.Secondly,it analyzes the power source and formation mechanism of regional science and technology innovation capability,and analyzes the current situation of science and technology innovation ability of input,output,enterprise technology innovation,environment and performance in Hubei Province.Different from many existing researches based on cross-section comparison analysis at a certain point time,this paper uses principal component analysis to more comprehensively analyze the vertical dynamic measurement and horizontal static inter-provincial comparison of Hubei's scientific and technological innovation ability.According to the status quoanalysis and empirical analysis results,the advantages and disadvantages of innovation development in Hubei Province were pointed out.The problems and main influencing factors in the process of improving science and technology innovation ability in Hubei Province were studied and relevant countermeasures were proposed.The relevant conclusions are as follows:First of all,STIC of Hubei Province is increasing year by year,and its nonlinear dynamic improvement is the result of the interaction between science and technology innovation input,output,environment,and enterprise and innovation performance.However,the gap of provincial-level scientific and technological innovation capabilities between Hubei and developed provinces and cities such as Beijing,Shanghai,and Jiangsu is huge.It shows that the independent innovation capability of enterprises in Hubei Province is slightly insufficient,the government's investment is seriously insufficient,the enterprise investment is unstable,the financing channels for technological innovation are single,and the cooperation between government,industry,and research is not close.Secondly,the technological innovation environment and innovation performance have contributed a lot to Hubei science and technology innovation,but the technological innovation capability and innovation investment capability of enterprises have a great restrictive effect on the improvement of Hubei science and technology innovation capability.In addition,regional technological innovation capabilities have a significant positive impact on Hubei's economic growth.Finally,combined with the status quo of innovation and empirical analysis of Hubei Province,this paper proposes suggestions like improving the technological innovation capability of enterprises,optimizing the environment for scientific and technological innovation,improving the investment capacity of science and technology innovation,improving the support of innovative services in Hubei Province,and constructing a provincial open innovation development model.
