In the recent years, the extensive and in-depth study on competency provides an insight new starting point and perspective for every function of human resources management. The majority of the world's top 500 enterprises, at present, are using the competency models. As far as its international application status, the competency model has produced a great effect on four aspects of HRM, such as, selection, training development, performance evaluation and succession or planning, and the most remarkable achievements have been made so far of which is selection. However, China hasn't established a complete and scientific system of the competency model due to its later research than the western countries and insufficient empirical studies. Therefore, it is of great theoretical significance and practical significance to conduct a research on the competency model and its application in the field of selection systematically.This thesis briefly summarizes the development course of competency, and collects its corresponding construction methods, techniques and processes of competency model, then designs a technical roadmap which construct started from the scratch. Next, this thesis devises a selection of decision-making model based on the competency model, which combining G1 weight method, vague multi-target decision method combined with the gray connection and ideal solution. Finally, this thesis constructs a competency model of the project manager by choosing the design research institute of Anhui GuoZhen Group as its application object, from which construct competency model of project manager, and apply this model and decision-making model in the selection of project manager.
