Today, in accordance with national development programme, China’s economy is developing steadily and rapidly. While under the stimulation and challenge brought by a good external environment to China’s building industry, qualification level of these companies is uneven due to housing construction market overflowing with floods of companies, intense competition between them for the entire housing industry development has posed a serious challenge. Therefore it can be concluded that in building on the development direction of enterprise, opportunities and challenges will coexist, and intertwine with each other, which would lead to more competition at a higher level. If a company doesn’t want to be ruled out in modern industry with fierce competition in the, the mode that company’s management election will have to keep up with the pace of the times, and make relevant adjustments.In this study, based on competency-related theory and information systems summarized theoretical analysis, housing project manager competency-related concepts are clearly determined and relationships between concepts are portrayed. Theoretical foundation for thesis writing laid, though absorbing existing research on the project manager’s performance appraisal and competency index methodology and findings. Through literature review and theoretical analysis, the factors affecting housing project manager competency are described. And project performance evaluation principles are determined. Lastly, case analysis method is used in construction enterprise TF group contractors of baodi institution Metro BJXY II period housing project, for project manager competent force system design of work, using scoring method and scores for more simple effective of mathematics operation. Quantitative assessment indicators of weight and competent force model have been made. And the manager competent force model of application is discussed in depth. Finally, this model is used in the early selection of a project manager in the building industry, education and talent development, performance appraisal and salary management. Study in this thesis will have a profound impact in improving the project manager performance and further improving the enterprise’s business performance.
