The Present Medical Insurance Systemm Analysis And Reform In The City Of Xuzhou

Based on the situation of the reform of the city medical insurance system in the city of XuZhou and some of the other provinces, cities and regions, the current state of the medical insurance in China is comprehensively analyzed and evaluated. It is found that the basic framework of the city medical insurance system has been set up in China with rapidly increased coverage.. However, there still exist many problems. A significant portion of citizens who are not attached to work units are not included in the system. the reform of medical care system is not complete yet, thus leading to the serious problem of "the difficulty to see a doctor and high medical expenses". The medical insurance foundation is not healthy enough to endure risks so as to endanger the sustainability of the reform.On the basis of affirming the achievements, the current medical insurance is evaluated that the social equality is insufficient, that the expense control is difficult, and that the management and service face rigorous challenges. Through the comprehensive appraisal of the reform of the current urban medical insurance and through the thorough analysis combined with evidence, the author makes the following proposals. First with a genuine care for human beings, the goal of "basic medical insurance for every person" should be firmly established. Then the problem of "the difficulty to see a doctor and high medical expenses" should be solved by perfecting the medical insurance system and the implementation of the policy "the cooperation of the three reforms of medical insurance".Thirdly, by consolidating the government's leading role, the government should increase the investment in constructing the medical insurance system, ensure the fair distribution of the public welfare resources, and reduce the unfairness of the current medical insurance. Fouthly, the government should accelerate the construction of the legal system of the medical security, formulate and perfect relevant policies and use the initiative of the society, the market and the families, collect the resources from all the circles, and finally build up a medical security system which realizes the aim of basic medical care for everybody", through a multi-mode security system to cater to different needs with funds collected from various channels and managed publicly.
