| The new rural cooperation medical treatment is to point to the rural residents to the mutual cooperation as the foundation, through the government, the collective and individual collects money, according to “share the risk, help each other in all aid”principle set up for the rural residents to provide basic medical and health care service of medical security system. The establishment of “the new rural cooperative medical system” can improve millions of Chinese farmers medical conditions, and effectively promote Chinese overall medical standards. There are great significance in promoting justice and building a harmonious society.In this paper, taking the new rural cooperative medical system of Rugao as object of study, firstly, through a large number of historical data, this paper analysis the development of Chinese rural cooperative medical system after 1949 and then investigates the practice experience of international and domestic cooperation medical system. Secondly, this paper analysis actual operating results, management,supervision and operation mechanisms of rural medical care system, and then analysis the problems and shortcomings of rural cooperative medical system, such as increasing personal financing burden, narrowing compensation benefit range, low management level, farmers’ enthusiasm for participation needed to improve and laws inadequate. Then the author analysis the reason: the reasonable financing channel,imperfect compensation mechanism, imperfect supervision mechanism, unreasonable propaganda mechanism and lacking laws and regulations. At last recommendations are put forwarded for improving rural cooperative medical system:broaden financial channel of financing mechanism, promote the reformation of compensation mechanism,strengthen the regulations of new rural cooperative medical insurance,enhance the propaganda of new rural medical insurance, promote legislative process of new rural cooperative medical insurance and so on. |
