With world's progress and development of technology, mobile communication became the necessary modern tool for people's work and intercommunion. As the scope of the Olympics is expanding and the level of the Olympics is advancing, it will bring forward a higher and higher require to the mobile communication. "whoever,whenever,wherever of the Olympic related venues should gain abundant,payable,multilingual,intelligent and personalized information services safely,conveniently,expeditiously and efficiently", this is construction target of the 2008 Beijing "digital Olympics" and it is also the china mobile' s sacred duty and lofty mission given by history.For the construction target, during the network construction, Olympic mobile communication should first solve the problem of the mobile signal footprint in all the Olympic venues. In order to solve this problem, the most effective method is to construct indoors distribution system, the Olympic distributing system engineering is the wireless specialty section of the Olympic communication network construction, it has many aspects, much difficulty in construction and many concealed works. Olympic engineering is no permission of any quality problem, so academic methods of quality management applied in this engineering is necessary.Quality management of a project is a system, all the partners should assure their work quality. In the flow of the project construction, design is the leader, design quality is the key tache to determine the engineering quality. The design should be rigorous and reasonable, it will determine the success of the engineering construction and ensure the safety,applicability,economy and environmental protection of the construction. Our corporation take responsibility for the design task of the Olympic distributing system engineering, the construction scale,design deepness and schedule request is much more higher than all the other task we have accepted, and it is domestic unprecedented at present. So we will introduce the scientific methods of quality management in project into the design project of this engineering in order to ensure the successful completion in accordance with the provisions that includes all the functions of the engineering should be actualized according to the expected quality and target requests.This article linked theory with practice, and mostly discuss how to put the quality management into practice after the corporation has accepted the task of the Olympic distributing system engineering. This whole article has eleven chapters including project quality planning,project quality guarantee measures,project quality control etc. By using the series knowledge of IT project management the author have studied especially the quality management of the project management and integrating the management practice in communication design field, the author wants to analyse the quality management problem by the numbers and discuss it in depth. Moreover I myself also want to summarize and epurate a set of patterns of quality management which could be used and developed in all kings of large-scale key projects our corporation accepts by the research of this topic.
