| In today's knowledge-based economy era, human resources have been the most important strategic resources for the development of economic society and also have been the driving force for the regional development. The one, who possesses the advantage of human resources, will have the advantage in competition as well as in development. The 11th Five-year Plan for Hubei tourism put forward the goal to realize the great-leap-forward development from a province rich in tourism resources to one rich in tourism economy and tourism development should rise into the front rank in the Mid-China. In order to achieve such a goal, a team of high-qualified talents should be built. As the current development for Hubei tourism is becoming faster, problems in human resources, such as its scale and structure and its demand and supply, as well as its institutions and mechanisms in development management, etc. have gradually become more and more obvious. Accordingly, it has became a priority for all the departments of tourism management and enterprises and institutions concerning tourism to strengthen the management of human resources and build a team of high-qualified talents which will suits the sustained and sound development of Hubei tourism. It is of great practical meanings and far-reaching historic significance for the development of Hubei tourism to strengthen the study of human resources development. Based on such a background, the thesis aims to put forward a human resources development program to provide reference for the government's strategic decision making as well as for the reinforcement of strategy-based human resources management for the enterprises and institutions through the study of human resources development in Hubei tourism.There are five parts in this thesis. The first part introduces the reasons for selecting the subject, research thoughts, research contents research methods and research structure. Based on extensive investigation and study, the second part summarizes the current situation of Hubei tourism human resources and goes through the existing problems in Hubei tourism talents as well as its reasons, which lays a good foundation for the tourism human resources strategy planning in the latter part. The third part makes a strategy planning for the tourism human resources in Hubei. The author forecasts the development goal in the next five years through the regression model of linear and points out the strategy emphasis of development. The fourth part provides corresponding advices and measures for human resources development on account of the development goal and strategy emphasis. The fifth part is the conclusion, which summarizes the core as well as the limitations of this thesis.In this thesis, the author makes the conclusion more persuasive by the use of the quantitative model and the abundant related first-hand data. Moreover, while the qualitative analysis is achieved with the benefit of the analysis methods in standardized research, such as induction and deduction, etc. There are two stages while writing the thesis, In the first period, the author mainly collects first-hand data about the tourism human resources in Hubei and then analyses them. In the latter period, the author organizes the structure and ideas of the thesis. |
