The state-owned forestry industry corporations in Shaanxi Province were established in 1950s and 1960s, they had played a great contribution and role in the national economic construction and regional economic development, turned in lots of profits and timber. Although the relevant national departments had been emphasizing the importance of afforesting for many years, the lack of appropriate mechanisms and systems made the forest resources which the corporations managing deteriorating, the ecological environment facing enormous challenges, the economic efficiency of the corporations continued to decline, forestry "Two-risks" problems highlighted. Under such circumstances a timely manner took place, that to adjust the national forestry development strategy, and the project of Natural Forest Resources Conservation Project was implemented in state-owned forestry regions.The state-owned forestry industry corporations in Shaanxi Province implement the Natural Forest Resources Conservation Project as the sign of system innovation, the corporations' reproduction cycling process have been completely changed, ban of trees felling, afforesting and conserving to be the assignments of the workers. The funds, most dependent on the money set apart for the Natural Forest Resources Conservation Project in our country. Till now, better ecological objective has been accomplished, but the forestry industry corporations are still in economic difficulties, management system illogicality, a serious shortage of inputs, heavy burden on the enterprises and weak of industrial development. The out way of Forestry industry corporations and long-term mechanism for the protection of natural forest have not been resolved.The system innovation would inevitable bring the adjustment of labor relations on many workers, a large number of surplus workers were laid off and work off, the rest engaged in protecting forest, afforesting, cultivating sapling and political community work. Did these transfers violate the rights and interests of the workers'? What's the extent of the damage? How is the rights and interests condition of workers'right now? All these questions will be analysis in this thesis. The theoretical basis of this research are attributed to economics, law and forestry industry corporation's characteristics three aspects. The different status of workers, such as the laid-off workers, worker-off workers, on duty workers, internal retired workers in enterprises and formal retired workers, are in different rights and interests situation, so the guarantee keystone should be different. This part is the key elements of the thesis, and the conclusions are the innovation points of this thesis.The violating should through the construction of workers'rights and interests guarantee system to solve,including improved the"implementation plan",advanced the innovation of the corporations,enlarged the dynamics of policy arranging for workers,strengthen employment service system and perfect the social security system.
