With the development of the market economy, the scale of construction market has extended continuously. Nowadays the topic of how to effectively manage projects and scheme choice have been discussing. Because our owners'management level is not high. The phenomena of"the accounted exceeds the estimation,the budget supers the accounted,the settlement is usually more than the budget"had not vanished despite repeated prohibitions. The owner as a initiator and a organizter of a project has its special status and significance in the cost management. The rationality of the owner's cost management is vital for achieving three objectives of the construction projects-- "quality and schedule and cost". The text makes a try to discuss the owner's cost control method by using the methods of other subject, hopes to offer a way of thinking which can effectively analyze the problem and a way of management which can solve the problem , thereby, gives a meagre proposal to the owner of the current management.First, This paper introduces the owner the particularity in project management, thus clear throughout the project owner, find out the status and effect of the work cost control center owner. Then in interpreting"The Hierarchichal Levels Control Theory"is developed on the basis of a levels management model.Second, following the thinking way as"the hierarchichal levels control theory", through different levels of division, will prophase work (decision-making stage and design phase) goal and target standards according to work out into every stage work level, the center of gravity.Third, consider the "Human being" and the"Matter" projects. In quantitative "Matter" consumption in the meantime, will be "Human being" by qualitative analysis of the factors into quantitative analysis. In the original"The Decision Tree Analysis"on consideration investors, put forward"Investor's risk types"to"The Utility Decision Tree Analysis"decision-making stage technical and economic indexes and investor preference; Use"Analytic Hierarchy Process (AHP)"to design units, and the design scheme to make selection; Through the skinner's"The Strengthening Theory"solving design phase of the contract set problem.Finally, through the examples, this paper mentioned by the theory and method, analyse and participate in the owner of the construction cost control management.
