As the development of society gradually tends to be information-based and globalization, as well as continuous deepening of the research and application on value chain management, potential problems existed in the process of value chain management began exposed gradually. Enterprises still take the "maximize shareholder interests" as the only value for production and operation, while not taking stakeholders seriously. This leads to the disharmony in both enterprises and external environment, which is not conducive to the management of enterprises in the value chain, long is not conducive to the long-term survival and development of enterprises.In this paper, based on the enterprise level, it is aimed at systematic research on enterprise value chain theory to achieve its expansion, and to explore evaluation and optimization strategy of the stakeholder-oriented enterprise value chain.Based on the current domestic and foreign research results on value chain, on the basis of research on value transmission and value-added of enterprise value chain, combined with stakeholder value analysis, enterprise value chain 7W value system model is proposed, and a systematical research from the level of enterprise value chain and value-added is made and the analysis to the enterprise value chain of knowledge transmission and value-added step further. then using value engineering methods, and have set up a two-tier evaluation system of enterprise value chain with stakeholder-oriented, combined with data analysis of ABC Cigarette Business Company, this paper provided quantitative support for optimization of the enterprise value chain, also the optimization strategy of the enterprise value chain is made from the level of strategic, process and information. Finally, on the basis of theoretical research, take the value chain of marketing operation of Commercial Enterprises Cigarette as a case study, demonstrating the correctness of the theory and feasibility of the operation. At the end, the prospect of research paper is made.
