With the rapid development of China’s economy, more and more large engineering projects have been built, including high-rise buildings, highways, railways, airports, dams, etc. Large engineering projects have large investment, long project cycle and its influence range and influence are great, so the decision-making stage must be careful, scientific. Considering the large engineering projects generally have a number of different construction schemes, need for comprehensive evaluation of the program, provide the basis for decision makers. At present most of the comprehensive evaluation of construction schemes include several aspects, such as economy, technology, environmental protection,but in practice often choose stakeholders with the highest recognition construction scheme.Their harmonious relationship and consistent views of the project will greatly influence the project. Research for the relationships of stakeholders, as well as the relationships between stakeholders and project is very scarce, therefore the thesis’s researches mainly include the following aspects:First of all, combined with the characteristics of large engineering projects the concept of large engineering project stakeholders is summarized based on the current analysis and summary of the concept of stakeholder at home and abroad.Secondly, the large engineering project stakeholders are classified through layers of screening, the 10 kinds of key stakeholders of large engineering project are determined at last. In combination with the concept of the project life cycle, then the classification of the 10 types of key stakeholders at every stage of the project life cycle is clear. Based on the classification of stakeholders, the coordination degree of the large project stakeholders is analyzed, on the basis of the theory of synergetics and stakeholders, the meaning of the coordination degree is put forward that means the harmony degree of all the project stakeholders, then its measurement methods and steps is introduced.At last the index system and model coordination degree evaluation is set up.Thirdly, the coordination degree of project stakeholders is added into the existing index system because of its shortages which can make it more scientific and comprehensive. Then, the mathematical model is established by using fuzzy comprehensive evaluation method after the comparison for a variety of evaluation methods.Finally, two kinds of different construction schemes of the multi-channel project in the eastern coastal Z province W city are compared by using fuzzy comprehensive evaluation method, and the practicability and validity of the method is validated by comparing with the actual selection results.
