The entrepreneurs have already paid more and more attention to the corporate culture in each situation. Both of the reputed Multinational Corporation and Chinese Native Private Enterprise know the important function of the corporate culture. More and more enterprises try to strengthen their competing power by constructing the corporate culture, and as the basic work for corporate culture construction, the corporate culture survey and evaluation have significantly theoretical and practical meanings to the enterprises. Thus, it is very important to have scientific tools for measuring the corporation culture. The article constructs corporate culture self-organizational environment by using self-organization theory, proposes the cell structural model of corporate culture system based on self-organization, establishes the evaluation index system, uses Delphi, AHP and FCE to evaluate the corporate culture, and through empirical study promotes the conclusion of the article and essentially posted the successful approach and the method to promote TPS.First, the article analyzes the evaluated angle of the domestic and foreign corporate culture evaluate meters, the advantages, disadvantages and applicable scopes of each through deeply researching to the literature, and then finds that these evaluate meters focused on one side of corporate culture, the classification of the corporate culture, or the present situation of the corporate culture, and just got the final evaluation of the corporate culture by mark and simple summation. So the writer obtains the selected topic of this article– constructing corporate culture self-organizational environment from the developing angle and measuring corporate culture by quantifying.Then the article summarizes the correlated theories and methods, and gets that we should scan the corporate culture system from a system and complex angle, analysis and study the corporate culture as a whole and a system through limiting the definition of the corporate culture; proposes that constructing and measuring the corporate culture system from self-organizational angle is a more realistic way through enumerating the self-organizational theory.Based on analysis the characteristics of corporate culture system self-organizational environment, the writer proposes the cell structural model of the corporate culture system based on self-organization, which explains that under the corporate institution and exchanging material, energy and information with the outside of the corporation, the corporate culture system provides the power to the corporate culture which has the hereditary function by unceasing innovation and feedback. And then the writer sets up the evaluation index system of the corporate culture. This system has three levels, and the first level of the system includes openness, standard, feedback and innovation. Openness index includes material opening mechanism, energy opening mechanism and information opening mechanism; standard index includes the suitable mechanism of the organizational structure and the management standard and working instruction; feedback index includes equal mechanism and internal communicate mechanism; innovation index includes incentive mechanism and penalized mechanism. These indices in the second level of the system include several indices respectively. And the third level of the system includes twenty-six indices. In addition, the thesis elaborates every index in different levels of the system. And the thesis points out the steps towards evaluating the corporate culture: determining the evaluation object; setting up the evaluation index system through Delphi method; determining the weight of every index through AHP and setting up the evaluation model through FCE; and analyzing the results of evaluating datum.The empirical part of the article obtains the conclusion that the reason why Chinese failed to promote TPS is not the technology and equipment targets, is that the TPS culture has not integrated into the staffs, by reading lots of domestic and foreign literatures. Then according to the nine evaluate indices of the TPS evaluate system which was proposed by Qi Ershi in 2005, the writer extracts ten "corporations with successfully implementing TPS"and ten"corporations with failed to implement TPS"from 40 corporations which implement TPS, by using Delphi Method. Based on massive questionnaires to these 20 corporations, the writer does the datum statistics, analyzes the credibility of the effective questionnaires, and evaluates the corporate culture by using AHP-FCE Model. Finally, the writer inputs the TPS implement effect scores and the corporate culture scores of these 20 corporations to SPSS 11.5 and carries on the relevant analysis. And the writer gets the conclusion that constructing self-organizational environment for the corporate culture is benefit to promote the corporate culture unceasingly spontaneously circulating. Even if there is an innovated culture, the original culture will accommodate it and rise to the higher one which will more adapt the development of the society, finally, the corporate culture will harmonized develop. Also, the writer proposes the successful approach and the method to promote TPS.
