Toyota Production System is a complex management theory founded in Toyota Corporation, with the development of Toyota under the guidance of Taiichi Ohno. TPS is a new kind of production system after the Single Production System and the Mass Production System, providing various products in small patches. TPS includes one object, two supporters and one basis. The object is to make customers satisfied with low cost, high efficiency and solid quality. The two supporters are Just-In-Time and Automation with intelligence. The basis is continous improvement. With the arrangement of International Motor Vehicle program, MIT analyzed TPS with great effort, and announced that TPS is the most effective production system for modern manufacturing industry. From then on, TPS has been studied and implemented all through the world.Although TPS has been widely used, there is not a scientific evaluation system to evaluate the implementation level of TPS. We can only invite experts and professors to analyze the shop floor, assess the implementation level of the core management technologies of TPS, and get a result. It is uncertain and inconvenient. The paper evaluates TPS with the theory of capital flow, by using Data Envelopment Analysis technology. By setting an evaluation system of six indexes, including three input indexes: total assets, total expenses and current liabilities; and three output indexes: sales, cash flow and current assets except inventories, the paper evaluate the implementation level of TPS in 11 motor manufacturers and establish a DMU (Decision Making Units) volume to evaluate any other motor manufacturers.
