According to the definition of "business meeting of the world" which held in paris November, 1997, the so-called electronic commerce means to electronic the trade activity of each stage in the whole trade process.We can define it from covering scope as everyone in trading make the commercial transactions with electronics;Also we can define it from the technique as a multi-technical aggregation,including data commutation(such as exchange the electronics data, E-mail etc.),acquiring data(such as database sharing, electronics announce call-board, etc.).Because of the characteristic of insurance industry, namely the insurance product is invisible, the insurance contract is format contract,insurance includ the information flow and the funds flow but have no logistics part,the insurance industry become one of the most suitable industry to make use of electronic commerce. Take Europe and America as the representatives,the developed countries expands the application of electronic commerce actively,which has become a continuously creative new path in the aspects of selling support and customer service.This paper makes a in-depth study of the basic theory of electronic commerce,then investigates the development of the insurance electronic commerce in the world and the present condition of our country's insurance electronic commerce.This paper make use of the technique–organization- environment analytical method to contrast the margin in the development of insurance electronic commerce between China and the developde countries, and earns some revelation.At last,I put forward some homologous suggestion in allusion to the existing problems.The technique of electronics information and Internet which developed from 1990s are arousing a new revolution of insurance industry. Insurance electronic commerce means a new management way and business model,and the business opportunities contained have already been aware of by more and more insurers and insurance lain organizations. In recent years,a great quantities of websites provide on-line insurance consultation and sale,and the operations of Insurance electronic commerce flow out. The insurance electronic commerce of China is influenced by various factors, and still face some urgent problems such as safety, law, regulation etc.,so developed quit laggardly.This paper analyzes the existent problems in the development of Insurance electronic commerce of China:The first,the technique of on-lione underwriting is still not mature.The second,the laws about Internet business is not perfectly mutually. Though our country has already promulgated a few laws concerning Internet, the lawmaking concerning electronic commerce is still laggard,and there is no a complete electronic commerce law frame.The legal effect of on-line commerce and some legal problems among the process of on-line commerce such as on-line safety, customer's privacy protection etc.are still hanged in doubt due to no law to comply with,which limits the substantial development of insurance electronic commerce in certain degree. The third,the public cognition toward insurance electronic commerce is not high.Although Internet customer's scale of China is huge, the netizen overlay rate is lower than other regions.Due to the small proportion of consumers ,it is disadvantageous for the large-scale operation of insurance electronic commerce. Most consumers are used to the face to face bargain,and the on-line shopping are mainly concentrated with some cheap visible merchandise.The market of insurance electronic commerce in China still needs further publicity and fostering.This paper put forward four to suggestions aiming at the existent problems in the development of insurance electronic commerce in China. The first, further publicity and perfect insurance electronic commerce, meanwhile change consume idea.Because domestic insurance companies are lack of marketing consciousness,caused shortage of insuanrace knowledge publicity and education to the public.Superadding the restriction of traditional consume habit and idea,it's imaginably difficulty to make the common policy holders to accept insurance electronic commerce. Therefore,it's urgent and important to publicize the knowledge of insurance electronic commerce toward the public and the policy holders,and make the insurance common sense widely available.In addition, aimming at the widespread reflected problems by the policy holders such as tedious process and difficult to use etc.,the insurance companies should perfect on-line paying means and open more paying paths to provide more conveniences for the policy holders.The second,we should enlarge the devotion to insurance electronic commerce and raises the information-based level of the insurance companies. The information-based level of insurance companies is a important part of the technique background of the insurance electronic commerce,and is stimulative to the worth creation of insurance electronic commerce,so the exaltation of the information-based level of the insurance companies is prominently important to the development strategy of the insurance industry in China. Currently,the information-based level of the domestic insurance companies is low.The old equipments can't support the interaction between the network servers and insurance company management system,and can't adapt to the demand of the continuously upgrading softwares either.So it's greatly urgent to speed the information- based construction of our insurance companies.The third,developping and popularizing the safty technique to ensure the safety of insurance electronic commerce. The safe technique is a important part of the technique background of the insurance electronic commerce.To the insurance companies who operate electronic commerce,the safety is highly vital.If the electronic commerce trades system is unsteady, insecurity or the business process appears mistake,it would not only make the sale unable to carry on normally,and result in the loss, but also it would reduce the policy holders'trust degree to the insurance companies,and impair the reputation of insurance companies.The laggard safety technique is always restricting the development of insurance electronic commerce in China.The accidents caused by network safety problems often occurs. It'first-class important to guarantee the safety and stability of the system and guarantee the benefits of both tading parties.In order to guarantee the safety of insurance electronic commerce,we should generalize and apply all kinds of safety technique measures. In addition, the insurance companies also have to build up valid risk valuation and monitoring systems. The fourth, speed electronic commerce lawmaking, and establish and perfect national standard norm system of the electronic commerce. Supportive regulation environment is the important aspect of environment background,and affects the worth creation of insurance electronic commerce affirmative.Nice regulation environment needs the support of sound insurance electronic commerce laws. Comparing with the development of insurance electronic commerce ,the establishment of the laws is still laggard.So we should draw up the laws according to the situation of our country as soon as possible,and create an healthy exterior environment for the development of insurance electronic commerce.
