In recent years, due to the fact that project management application succeeds in a lot of domestic and international enterprises, more and more enterprises realized the importance of project management in the practical work. Modern engineering project becomes more complicated than before, and therefore presents more requests for higher level management. Partial application of project management method has already not been able to meet the current need. It is a future development trend to apply the theories of the Management project systematically and completely in the engineering project management activities.In the implementation of metro communication integration project, project planning (scheduling) and the optimization on resource assignment are two major problems. Considering the long periods, huge investment, multiple influencing factors and uncertainty of magnificent constructions in the project, the technique of PERT apprears to have good adaptation and was paid great attention by the Metro project managers. As a sophisticated and well used method, PERT showed it's praciticability and high efficiency in solving the resource optimization. Compared the traditional method of CPM, PERT is useful not only for the macro procedure management of metro construction but also for the micro resource scheduling.However, regarding the tradeoff between the schedule development methods and resources techniques, the following problems are still needed to be considered. The first is that the activity duration estimation is not accuracy. The second is that the network Node's TE calculation can not be guaranteed by traditional PERT. And finally, the risk Quantification is not fully considered when implementing resources tradeoffs.The thesis studies the application of modern project management method on the metro communication integration project, as an example on the Tianjin metro project. Some management methods have been presented after investigating the project deeply. An effective pattern of project management is first presented and used directly in the practice of Tianjin Metro's project. Moreover, this thesis provides a good study case for the research of project management theory and metro construction industry, which is useful for other metro companies in China who are willing to adopt project management in an all-round way and systematically.The thesis discusses the application of Monte Carlo simulation method and the PERT scheduling optimization model. Firstly the method for evaluating the schedule risk of project by creating Monte Carlo simulation model with the software EXCEL is presented including modeling, simulating, counting, testing and evaluating, and makes the complex and hard quantitative analysis work—risk evaluation easy and convenient, the result of evaluation to be more precise and credible. In addition, the paper introduce some indices such as ACI and CRI, with which the resource assignment model has been built and the corresponding project management problem has been optimized.
