As China mobile fully enters into the3G and all-service operation, the rapiddevelopment of mobile data service and mobile Internet business puts forward higherrequirements for the transmission bandwidth resources. As the bearing platform ofvarious kinds of mobile network business, transmission network is the foundation andlifeline for the business development of mobile companies. In the construction processof communication engineering, network planning has always been regarded as one ofthe links which is analyzed from the technical perspective, but the influence of projectmanagement on the quality of final planning achievements has been ignored, themalpractice of traditional planning and construction model is increasingly apparent, andeven the development of business network is restricted.In view of this problem and the technical features of the transmission networkplanning project, the method of developing research by combining the theories relatedwith modern project management and the specific planning technology is adopted,which will achieve good results for the scientific planning and construction of anoptimal transmission network.In this article, according to the work experience of the author in the mobilenetwork planning and related management for a long term, the application research iscarried out in the progress management and cost management of transmission networkplanning project by referring to the theories accumulated during much previous projectmanagement. With Guang’an mobile transmission network planning program as anexample, an in-depth analysis was made on the problems existing in the projectplanning; the business need in the transmission network planning project was analyzedin combination with the project management theory; the critical path method, PERTtechnology and earned value analysis and other project management means andtechnologies were adopted to make the thorough analysis and research on the followingaspects such as the planning goal and scope of the project, setting project organization,schedule planning and process management, project cost control methods; the processmode of an universal transmission network project plan was established, and then the process specification and suggestions that can be adopted in the subsequentdevelopment of the transmission network planning project was pointed out.The contents studied in this paper has certain reference value and guidance forsolving the schedule and cost management problems during the implementation processof the Guang’an mobile transmission network planning project, which has laid a solidfoundation of project management for the sustainable healthy development of thecompany.
