Our nation's agricultural extension system divides into two categories, the government extension system and the non-government extension system. The latter is more market adaptable, flexible and of more public popularity than the former. However, the existing agricultural extension system in the nation is confronting lots of limits, especially for the extension organization at the front-line, which are dramatically forbid the development of the agricultural extension work. Hence, the methods to establish the high effective agricultural extension according to the new tide is an crucial topic asking for plenty of consideration and research.This theme is using the qualitative and quantitative researching methods, by the fact of the existing status of front-line agricultural extension system establishment in Loudi city, Hunan province, focusing on the government agricultural extension organizations. Finally, using the overseas success experience for reference, the propositions about the front-line extension system establishment are put forward, which are to enhance the cognition and strengthen the leadership, to reasonably establish the extension institutions; to straighten the management system; to reinforce the human resource and improve personnel quality; to open up financing channel and ensure the funds investment; to broaden the services scope with diversity of methods; to strongly develop the non-government extension organizations as well as the cooperation between them; and to emphasize the technological skill training and focus on improving the farmers' quality.
