| Agriculture has been the foundation of our economic and social development,is the life blood of the nation’s survival and development.Agricultural extension is consolidating the foundation of agriculture,promote agricultural development, an important way to improve the quality of agriculture, ancient and modern scholars have always been the focus of study. Since the founding of New China, China’s agricultural extension system development leap, but compared to other developed countries of the world there is a big gap. Especially in the 21st century, the government planned a traditional way to promote more economic style is not suitable for China’s rapid economic development and peasants growing need for diversification of extension services, some local governments invested a lot of human and financial resources, but can’t get recognition and praise from the masses, and even cause conflicts or some unstable events between the government and peasant masses. Therefore, we use the theory of public goods, government theory and service-oriented government theory, by literature studies, field studies and comparative analysis, Compared with the agricultural extension model of the more developed countries of the world, analyze the importance,necessity and limitations of government role in agricultural extension, research governments frequently asked questions in location,analyze the reasons for the government positioning errors,at last,obtained government in agricultural extension should be positioned as planners,decision-makers,financial-backers,rule-makers,service providers,regulators to order and regulators. In addition, in order to make the study more concrete, practical and learn from nature, the paper also explore the reasons of slow implementation of the Baise "Tianqi home" project, reflect problems in Baise city government role. The final, we use Baise City as an example to discusse our government about how to achieve the proper roles in agricultural extension. |
