Study On The Current Situation And Development Strategy Of China's Fisheries Technical Extension System

Fisheries technical extension system is an important carrier for fisheries development, having made important contributions to fisheries structural adjustment, fishermen enrichment and fisheries modernization. Facing new opportunity and challenge, the fisheries of China is moving into new stage. It demands new fishery technology but the traditional fisheries technical extension system has so many problems that it can't meet the requirement. This paper analyzes the difficulties in government and non-government fisheries technical extension system and put forward some improvements. What's more, this paper gives some suggestions on the establishment of new fisheries technical extension system. The result is the following:There are a lot of problems in government fisheries technical extension system, such as the imperfect functions, the unsatisfactory staff structure, the great shortage of funds, the low quality of the team and the inefficiency service etc. The following recommendations were proposed such as clarifying the administration mechanism and functions, putting the standard management into practice and equipping staff reasonably. In addition, the government should make great efforts to provide enough funds for extension work.Farmers' association is very important to fisheries technical extension, country civilization and farmer training, but it still has much trouble like overabundance interference coming from government, distempered internal administration mechanism and no competitive power for lacking of funds and high-tech. Local government should pay more attention to farmers' association.Fishery corporation and leading enterprises are also one necessary part of the whole fisheries technical extension system. Now, the slow development speed, the powerless leading force, the frequent conflict brought by different interest between farmers and enterprises ask for that the government supervises the enterprises' activities. The leading enterprises should enhance self-improvement by reforming their intestine management and operating mechanism. Fishery universities and scientific research institutes are the headspring of fishery technologies, so they have advantages in technology and personal resource, but they lack money and motivation to participate in fishery extension. Accordingly, fishery universities and scientific research institutes should take some measures to do their best. Firstly, they should change their conception and make great efforts to transform the technologies into productivity by studying practical technologies. Secondly, they should create an excellent outer environment for fishery extension. Finally, it must be oriented by market and establish fishery technology achievement conversion mechanism combined with research, teaching and practice.The new fisheries technical extension system should be a combination of government technical extension organization and non-government organization including farmers' association, fishery university, fishery scientific research institutes and fishery corporation etc. It is necessary to boost the reformation of government fisheries technical extension system, to support the non-government fisheries technical extension organization, to establish a coordination committee to unit all kinds of extension organization. Finally, it is important to create a favorable development circumstance by constituting pertinent law, increasing the inputs to support fishery technology achievement conversion, fostering technology market to protect fisheries technical property right.
