The economic competition is actually talents'competition, it is a trial of strength of overall qualities of human resources , and that of resource distribution of manpower too.The human resources are the most important resources of enterprises and the most favorable competition capital. The task of manpower resources management is to offer qualified talents for the enterprise, give play to their potential ability, namely give full play to the positive role of the human resources for serving the enterprise. The core of establishing modern enterprise human resource management system is the design of performance management system. How to design and establish a set of science performance management system which is adapt to the Chinese enterprises and matches the development of enterprise strategies is very important, especially for the domestic companies.The paper that is based on the basic performance management theory, through considerable research, analyses the problems of present performance management system in Dezhou Joint Petrol Mechanical Co., Ltd.(DZ Corporation for short). For the corporation's strategies, through using the modern analytic method of Management by Object, Balance Scorecard, the paper designs a completed set of performance management system and carries it out. I design the performance management system specifically for DZ Corporation including organization mechanism , target, planning, implementation, assessment, and response of performance management, which causes the performance measurable and controllable, improving the employees' ability while achieving organization's strategic target.The purpose of the paper: it can stimulate and restrain employees' behavior, enhance the activeness and positiveness of the employees, reinforce the corporation's cohesion power, increase the corporate business achievement, promote the accomplishment of the company's strategies through establishing effective performance management system.The innovation of the paper is the performance management system which is based on the corporate strategies of DZ Corporation. The system balances the long and the short strategies target, financial index and nonfinancial index. The paper introduces the concrete operation and the key points particularly. It analyses the result of the performance inspection using incidence matrix and provides the thoughts and ways of carrying out complete performance management.
