China's economic and social development has entered a new historical period. During this period, the transport industry is facing new tests and new tasks. As an important force of transportation, Maritime system must stand on a new historical starting point, play its due role and make the new greater contributions for the transportation development. The rapid development of harbor and shipping business and the public's increasingly high demands on the safety standards of maritime have also put forward a higher demand on human resources of Maritime Safety Administration. On the other hand, the internal monitoring function of MSA is increasingly available and the divisions of labor departments are more and more detailed. All of these set higher requests to its human resource management, particularly to its basic management work. Can the total allocation of human resources meet the requirements of organization's rapid development? Can staff structure adapt to the needs of their duties? Both of these studies have important practical significance on the improvement of the MSA's human resource management."Research on the Human Resource Structure Optimization for A Maritime Safety Administraion " topics from the issue "The Structurized Research of A Maritime Safety Administraion's Human Resource Configuration." In this thesis, firstly MSA's human resource status is understood through the collection of relevant information and then the existing problems of its human resource structure and their causes are discovered by the way of deep interviews and the issuance of survey questionnaire into A MSA. At the same time, the relevant data about A MSA's human resource structure are extensively collected and collated from the MSA's Bureau departments and basic units. After adding up and processing the acquried data, a optimized fuzzy entropy model of human resource structure is constructed on the basis of relevant theory, and reasonable proportions of its human resource are calculated. Finally, by combining the diagnosed and analyzed results, a set of optimization schemes for the human resource structure of the whole MSA and its sectors are designed and put into practice. This thesis follows the principle of combining theory with reality, macro-analysis with microanalysis, qualitative analysis with quantitative analysis to study the optimization problem of human resource structure interdisciplinarily. In the course of research, the methods of literature, statistics, model analysis and integrated multidisciplinary research are used. A research on the human resource structure of A MSA from the aspect of "hard structure" and "soft structure" are made comprehensively and systematically. On the other hand, a optimal model of human resource structure is constructed so as to make the optimization program more objective and scientific.
