After implantation of the reform and opening-up policy, especially in the 21 st century, the development pace of China’s small and medium-sized private enterprises continuously speeds up. This is especially the case in second-and-third-tier cities. These enterprises play an important role in supporting regional economic development, facilitating employment, and improving people’s life quality level. With the economic structural adjustment, accelerated reformation and upgrade, and increasingly competitive market, the competition between them gradually transfers from conventional capital and material resources to the quality and quantity of talent pool. The ability of talent team building becomes the key factor to determine if an enterprise can win out in the furious competition. Currently, enterprises are faced with the conflict that supply of excellent talents is less while the demand is great. How can the small and medium-sized private enterprises attract talents, effectively motivate them and retain them? How do they improve their market competitiveness? How to ensure their fast and healthy development? These problems have attracted extensive concerns among entrepreneurs of these enterprises, actual managers, and scholars in the academic word. Therefore, the study on HR management mechanism has important significance to facilitate sustainable development of small and medium-sized private enterprises.Under the guidance of HR management-related theories, the paper took Changchun Baoli company as study object. By methods such as literature research, interviewing and consulting experts’ opinions, the paper analyzed the current situation of HR management mechanism at this private enterprise. In addition, based on the enterprise’s development planning and actual requirements for improving HR management, the paper figured out problems existing in four dimensions of the enterprise’s HR management mechanism(talent selection, cultivation, usage, retention). On this basis, the paper proposed the optimization solution and implementation strategy that are suitable for Changchun Baoli company, so as to establish a relatively complete and reasonable HR management mechanism that can attract talent, motivate talent’s vigor, scientifically use talent and retain talent. This mechanism can farthest motivate subjective initiative and innovation capability of all kinds of excellent employees to facilitate the enterprise’s healthy development.
