"Comprehensive implementation of performance management" at the county level is an important development direction of China's budget performance management.F District of Y City has initially carried out a full-process management of district-level budget performance in recent years.In this process,the lack of a set of indicators specifically used to evaluate the performance of public infrastructure budget projects at the district level is an important reason for the slow implementation of performance management in F District.This article first clarifies the research content and research methods,explains the relevant concepts,and systematically sorts out and reviews the relevant theoretical research at home and abroad.Secondly,taking F District of Y City as a specific research object,summarizing the relevant situation and practices of performance evaluation of public infrastructure budget projects in F District,and analyzed the shortcomings of the district's performance evaluation work in such projects,and on this basis,the important reason for the existence of problems is that the district has a gap in the special performance evaluation index system.Subsequently,through extensive collection of common and personal indicators with practical value in the field of public infrastructure,summarized to form common preselection index set and individual preselection index set,and the Delphi method was used to score the indicators by experts and screened to determine the available personality indicators,forming a "F District public infrastructure budget project performance evaluation indicator system",which containing 21 program indicators and 60 personality indicators.Finally,in order to make the index system have practical reference value,the index weights are calculated by combining the Delphi method and the analytic hierarchy process.Experts score the relative importance of each level of indicators,and then construct an analysis matrix to calculate the relative weight of each level of indicators.After the consistency test,and integrated the overall weights of allindicators to form an indicator system that is more in line with the actual public infrastructure budget projects in F District,has a reasonable and clear weight distribution,and is more objective and feasible.It provides application programs for promoting local governments to improve budget performance management at the district level.The paper pointed out that the indicator system only reflects the performance evaluation of public infrastructure budget projects,and cannot be fully applied to other types of budget projects.This article solves the problem of the lack of performance evaluation indicators for public infrastructure budget projects in F District.The indicator system has a normative and reference role for the performance evaluation of public infrastructure budget projects,prompting the expansion of budget performance evaluation to the overall evaluation of sub-category projects.The unified weight determined for the indicator system takes into account both subjective practical experience and objective scientific calculation,which is more reasonable and clear.The index system will guide the project authorities to pay attention to all aspects of project implementation,highlight the project-oriented role,maximize the benefits of financial funds,and accelerate the progress of improving the district-level budget performance management mechanism.
