Research On Performance Evaluation Of Public Engineering Project

In recent years,with the rapid development of the city and the continuous improvement of residents’ living standards,in order to improve infrastructure,promote economic,social and cultural development,and meet the needs of the construction and implementation of public works,the government has invested a corresponding increase in special funds,including the investment in the renovation of ancient buildings.The public project investment is large,but the quality is not high,there are bad phenomena such as the project progress is behind,can not be delivered as scheduled.From the perspective of public management,these problems can be attributed to the lack of objective,reasonable and effective public engineering project performance evaluation system,as well as the corresponding evaluation means.According to the non-profit public project and non-competitive,combined with the particularity of ancient buildings renovation projects,this paper on the basis of consulting a large number of domestic and foreign literature,theory combined with practice,according to their own practical work experience,in determining the performance evaluation index,the comprehensive consideration in combination with quantitative and qualitative method,and the evaluation of the social factors,such as,From the four stages of public engineering project declaration and approval,planning and design,construction implementation,acceptance and start to explore a set of performance evaluation management system in line with the renovation and construction of ancient buildings in public engineering.This article from the perspective of the definition and characteristics of public project,this paper elaborates the performance evaluation system about public project,and combining the basic theory of the ancient architecture restoration project,in the performance evaluation index selection and weight assignment on the methods of literature study method,analytic hierarchy process(ahp),advanced the theory of performance evaluation of public project framework,the general idea is determined.It mainly includes the following aspects: First,it discusses the theoretical basis of the performance evaluation of public engineering projects.Taking the performance evaluation of public engineering projects as the central point,it summarizes the concept of public engineering projects,the definition and characteristics of performance evaluation of public engineering projects,and the shortcomings of the current performance of public engineering projects.2 it is to build buildings renovation project performance evaluation index system of performance evaluation system of ancient buildings renovation project of the design,analysis of connotation and characteristics of public works,ancient buildings renovation project should follow the principles and characteristics of building foundation model,using the analytic hierarchy process(ahp)to determine the output index,efficiency index,satisfaction index,the management index of four primary index;The third is to analyze the example of Zhaji ancient building repair project,and use the fuzzy comprehensive evaluation method to test the operability and accuracy of the performance evaluation system of public works;Fourth,from the perspective of government supervision,find out effective countermeasures to improve the performance of public works,ensure the quality of public works construction,improve the credibility of the government,in order to achieve the purpose of "promoting management by performance and improving performance by management".
