Since 1890's, the focus of management study turned from economic factor of enterprise conduct to culture factor. The contrast study of cross culture management was emphasized. So the concept of cross culture conflict came into being. The Sino-foreign joint venture enterprise is the combination of capital, technology, commodity, labor force, and management from surface and shallow degree. But it's essence is the conflict and amalgamation of two different culture—east and west.Shell(Tianjin)international petroleum storage and transportation company (following abbreviated BAC) is a Sino-foreign enterprise joint ventured by Shell China company, China aviation oil company, and Tianjin port Nanjiang development company. The appointment of top management is decided by quantity of shareholding. The difference on culture brought up from background variance between the east and the west causes differentiation on vision to value, thinking way, and policies. Through in-deep investigation to the current status of cross-culture confliction in BAC, the root cause is found and solution is got. By setting up forecast model, visible cross-culture confliction is effectively prevented. Through the selection of BAC cross-culture adapting model and syncretizing model, the confliction caused by different culture is effectively solved; and via igniting constructive confliction, the advantages of confliction is taken. Furthermore, aiming to several aspects of cross-culture confliction in BAC, solutions are brought up to solve conflictions on cross-culture communication, human resource management, and management philosophy.In the final, to ensure solutions to be effectively implemented, it is suggested that BAC should recognize the pros and cons of multi-cultures and their impacts, should have top management put high attention on cross-culture management, should establish a culture in company with common vision to value and should successfully adopt culture synergy strategy on the multi-culture's management in order that the conflictions in BAC could be reduced as much as possible.
