A Study On The Evaluation And Related Policy To The Independent Innovation Ability Of Enterprise

Independent innovation is defined as both the technical breakthroughs of an enterprise through either its own efforts or joint research and the following steps based on such breakthroughs in order to commercialize technology, make profits and reach the set target.Bearing the profound historical and realistic significance, the exploration of an enterprise's independent innovation ability is an important measure to realize the scientific outlook of development and should be taken as a significant strategic selection and goal of an enterprise or even the whole nation. Thus all the solutions and measures related to the promotion of an enterprise's independent innovation ability should base on the evaluation of the independent innovation ability of an enterprise.Current researches on independent innovation can be categorized into three levels, namely, national innovation system in the macro level, industry in the intermediate level and enterprise in the micro level. Researches on enterprise's independent innovation mainly focus on the innovation ability, development approach of know-how, inner mechanism and approaches to improve innovation ability, as well as reasons for innovation deficiency and solution, which all seem to be a little empty and vague. Little analysis is conducted on the evaluation of a specific enterprise's innovation ability, let alone the empirical analysis on the promotion it.From a micro level of an enterprise, this paper establishes and assesses an evaluation index system of an enterprise's independent innovation ability on the basis of the existing research findings both in and out of China as well as such theories as New Economic Growth Theory, Human Capital Theory and Knowledge Economy Theory. It also makes an evaluation on the independent innovation ability of Tianhua Institute and proposes solutions to and suggestions on the continuous development of its independent innovation based on data in Tianhua Institute and the analysis on such factors as the enterprise's fundamental independent innovation ability, innovation input ability, learning ability, technique invention ability and innovation utility outputs capacity.
