The Research On The Evaluation Of Independent Innovation Ability Of Jiangsu Province

Since Cooke proposed regional innovation, the key point of regional research hadbeen transferred from regional development to regional independent innovation.Accompanying with the tide of the times of economic growth and advance of scienceand technology, regional independent innovation plays a key part in social andeconomic development, the ability of regional independent innovation has been adetermining factor of a country or an area’s competitiveness.Jiangsu Province locates in Yangtze River district, it has advantageousgeographical position and personal characteristics. No matter what in the economicarea or in the field of science and technology, it is in the front row. However, thescience and technology of Jiangsu exists many shortages owing to kinds of reasons.Therefore,it is particularly important to study independent innovation ability andestablish the evaluation index system of Jiangsu Province, and also has strongpractical significance and reference.The research mainly divides into five parts.Part one mainly discusses the source and definition of independent innovation, thedefinition of regional independent innovation and the connotation of regionalinnovation system.Part two mainly analysis the present situation of the creative ability of science andtechnology from resources input and output of science and technology, there isdisequilibrium between science and technology input and output.Part three selects fourteen level-three index from innovation resources ability,innovation activities ability, innovation performance ability and innovationenvironment ability, and carries on the factor analysis of13regional independentinnovation ability by using2009data of Jiangsu province. The final ranking order issuzhou, nanjing, wuxi, changzhou, nantong, yangzhou, zhenjiang, taizhou, xuzhou,yancheng, lianyungang, huaian and suqian.Part four applies DEA to do the efficiency evaluation of the independentinnovation of large and medium-sized manufacturing in Jiangsu province in2009from two aspects of input and output, it also establishes the Tobit regression modelthat influences factors of large and medium-sized manufacturing technologyefficiency. The conclusion is that overall efficiency of Tobacco manufacturing is thefirst, leather, fur, feathers (fine hair) and its products industry and cultural and educational sports goods manufacturing are respectively the second and the third.Universal equipment manufacturing, paper and paper products industry and beveragemanufacturing are the lowest.Part five is aiming at the problems of Independent innovation in Jiangsu Provinceand the goal of independent innovation construction area, and puts forward somecountermeasures and suggestions about how to improve the ability of independentinnovation in Jiangsu Province.
