Research On Mechanism And Ability Evaluation Of CNPC's Independent Innovation

To strengthen the independent innovation has become a national strategy, and enterprises are the main body of independent innovation, so building innovation-oriented enterprises will play a key role in the course of changing the pattern of economic growth, optimizing the economic structure and building an innovation-oriented country for China. As a large state-owned enterprise group, China National Petroleum Group (referred to as CNPC) should explore actively, accumulate experiences and succeed in the construction of the independent innovation, and try to build itself into an innovation-oriented enterprise. However, due to various reasons, there are still relatively large gap between the capability of independent innovation of CNPC and international advanced level. Highlighted in aspects of short effective allocation of resources, inadequate investments in research and development, imperfect innovative mechanisms, weak capacity of independent innovation, etc. which greatly restrict the progress of science and technology in the CNPC, constrain the upgrade of its core competence, as well as fundamentally restrict in the international competitiveness of the CNPC.The independent innovation capability of CNPC is correlative with the R & D and other innovative resources investment, but more importantly, what kind of independent innovation mechanisms will be built. The appropriate mechanism of independent innovation can give full play to the existing technological capabilities and use the existing innovative resources, which can make innovations in the science and technology and create benefits for CNPC at the same time. The effective innovation mechanism will avoid errors and risk in the process of innovation. It also will fully mobilize the enthusiasm of all employees of CNPC, thus promoting the formation of full-time independent innovation. Based on a good mechanism to enhance the capability of independent innovation will greatly push forward the CNPC to enhance the core competitiveness and achieve scientific development. The paper studied the mechanism of independent innovation and the evaluation of innovative capability in CNPC. And the following aspects are included:First, the paper reviewed the status of research on independent innovation, and give comments to the research. The author analyzed the innovation theories, mechanism of independent innovation and sum up the basic situation of research on the mechanism of independent innovation. Then, the author clarified the understanding in the broad and narrow sense of innovation and defines the connotation, type and characteristics of independent innovation.Secondly, the paper analyzed the current situation of independent innovation of CNPC from three aspects:the science and technology, R & D system and the actual situation of independent innovation. The weakness and the main problem of independent innovation of CNPC are made clear by the analysis combined with the CNPC's practice. The author points out that the reasons of the weaknesses and problems of CNPC's independent innovation are the faultiness of mechanism of innovation. So the key to strengthen the capability of independent innovation of CNPC is to construct the mechanism of innovation. And the idea that the mechanism of independent innovation will developed together with the capability of independent innovation is formed.Third, based on the definition of the mechanism of CNPC's independent innovation, the paper clears the main features of the mechanism of CNPC's independent innovation. The basic elements of the mechanism of CNPC's independent innovation are discussed and analyzed from both external and internal aspects. The structure and function of mechanism of CNPC's independent innovation were analyzed. Based on the innovation process, its mode of evolution, the change of the path and the pattern of innovation, the mechanism of CNPC's independent innovation is discussed in-depth. On this basis, the author studies further the constructing pattern and self-organization mechanism of evolution of CNPC's independent innovation, especially the formation mechanism and relationships of interaction of the mechanism and capacity of independent innovation, and discusses the relations between the structure and function and the capability of innovation, and analyzes the relationship between the mechanism and the ability of independent innovation of CNPC. It is confirmed that the mechanism of independent innovation is the source and carrier of the capability of independent innovation and the capability of independent innovation is the evolution direction of mechanism of independent innovation of CNPC. The mechanism of independent innovation of CNPC is also discussed on the Synergy Theory. All the analysis laid the foundation for building the mechanism of independent innovation of CNPC.Fourth, based on the comprehensive analysis of mechanism of independent innovation of CNPC, the paper further clarify the foundations, principles and objectives to build the mechanism of independent innovation of CNPC. And then the basic sub-mechanism of independent innovation of CNPC is built upon the structure elements and basic functions, include decision-making mechanism, driving power mechanism, operation control mechanism, incentive mechanism, diffusion mechanisms and cooperation mechanisms of independent innovation of CNPC. So the basic structure of the mechanism of independent innovation of CNPC was formed. According to the Synergy Theory and the characteristics of self-organization for the entire mechanism of independent innovation of CNPC, a collaborative model of evolution of self-organization was built for the mechanism of independent innovation of CNPC. With principles of self-organization to optimize and construct the mechanism, it ensures that the mechanism of independent innovation of CNPC can operate cooperatively.Fifth, based on the study of mechanism of independent innovation of CNPC, the paper constructed the evaluation index system of capability of independent innovation of CNPC according to the evaluation goals, foundation and principles. The index system highlight the core indicators upon the principal of simple and effective, and the index system is in accordance with the CNPC's actual capacity of independent innovation. According to the index system, the paper evaluated the capability of independent innovation of CNPC with the method of FAHP and analyzes the empirical evaluation results. The paper also uses the evaluation method of ANP to evaluate the capability of independent innovation in various oil fields of CNPC, and also analyze the empirical evaluation results. The empirical evaluations are the scientific bases to upgrade the capability of independent innovation of CNPC on the basis of mechanism of independent innovation.Finally, based on the establishment of mechanism and the evaluation of capability of independent innovation of CNPC, the papers put forward countermeasures and suggestions for enhancing the capacity of independent innovation of CNPC on the basis of the mechanism. It will be the important basis and strategic supports to upgrade the capability of independent innovation of CNPC.
