Study On Independent Innovation Policy Of Liaoning Province

The policy of independent innovation is one of the key factors affecting the improvement of independent innovation ability. At present,compared to other developed countries and regions,the independent innovation ability of Liaoning province has a disparity at a certain extent and exists a vast promotion roomage. So in order to strengthen the ability further, put forward economic development fully, harmoniously and continuously. It is indispensable for us to study on independent innovation policy.This thesis first explains the research status in and out of country and introduces some relative definitions of independent innovation and its policy, making a conclusion of the main characters. It also describes and analyzes independent innovation policy evolvement in our country, and then set forth theory basis of independent innovation policy research that supplies a gist for the thesis, with the result that it is inevitable choice for the government to make and improve independent innovation policy to upgrade innovation ability. In the following it analyzes the present state and the six main problems of independent innovation policy of Liaoning, and comparing with developing countries or areas advanced experiences, poses the active significance and inspiration that Liaoning should improve its policy further. At last, by building the index system of fuzzy comprehensive evaluation, the thesis makes a demonstration analysis of independent innovation policy of Liaoning province and tests the efficiency of analysis method. Aiming at the policy problems, the thesis puts forward the countermeasure from increasing sci-tech devotion, standardizing government procurement, building a continuous-developed tax policy, perfecting financial supporting system to accelerate independent innovation, building a intellectual right protection system, increasing the compromising degree of industrial policy, and improving other induct-type policy. The thesis is emphasis on gradually improving the independent innovation policy system of Liaoning province during development.
