Along with the economic globalization and product tiny profit times come, it offered good fortune for purchase management getting ample attention in enterprise's administration. In some international enterprises, purchase management has been obtained high attention. But now, most domestic enterprises are obviously not enough solicitude for purchase management, it still not be fitted into the strategy of enterprise development, in which includes GIS. As the competition of steel industry becomes incandesce day by day, partial steel enterprises have known the important role of purchase management to enterprise's survival and development, have begun to actively explore and apply in enterprise. Begin 2005 years, GIS is faced with stern marketing situation, and arise a huge sum of loss for the first time. How to find a way to raises competition ability of GIS from purchase management have been extremely urgent.This thesis aims at absorbing present relatively advanced management theory in domestic and international of purchase management, especially supply chain management theory put forward new challenge, as well as the successful experience of steel enterprise has gotten. We analyses the existent problem of GIS from the idea of purchase management of leadership, purchase strategy, organization installation, human resource, purchase system, business process design and etc. By analysis of above-mentioned, this thesis puts forward some corresponding countermeasures and suggestions, as organization reorganized, performance appraisement, purchase strategy, inspirit system, business process reorganized, and application of supply chain management ideological. We hope these countermeasures can offer some reference for GIS from improving purchase management level and raising competition ability.
