Purchase management is a process management with organizes, executes, plans and controls to the purchase process. It includes the design to the purchase organization and purchase flow, choose and management to the suppliers, analyze and control to the purchase cost, control to the purchase risk, evaluation to the purchase performance and etc. As to be the one of the key factors for the production cost and market competition, the purchase management to the raw and supplementary materials is very important, and the purchase management is also one of the direct and best effective way to reduce the production cost.Choked information, lack of restricts and management is the traditional problems to the purchase management, the advanced purchase management emphasize the idea of "cooperation", including the internal cooperation—instant and quick share for the data and information, also includes cooperation and use of the suppliers and etc external resource, so as to carry out the mutual benefit development to the supply and the demand.To maintain the exclusion and authority to the company purchase department, to exert the respective benefits of concentrate and separate purchase mode, let the purchase department step in at advance and early participant by the suppliers are very important to the standardize the purchase management, control the purchase cost and maintain the company image.Purchase flow supplies all sidedness and long-term decisive policy to the purchasing people to do the purchasing activities, the execution and management to the purchase flow is successful or not will directly effect the market competition of the company products. To improve the purchase management firstly have to strengthen the supervise and audit of the purchase flow and improve the internal control system, while the development for the SCM & ERP promotes and advances the developmental level of the purchase management.A traditional relation between suppliers and buyers is short term and incompact, it will easily cause variation of the price, instability of the quality and incredibility of the delivery time. Advanced purchase management takes the establishment and development of the suppliers' relations as one of the important parts of the whole management strategy, and it is very important to strengthen the use and management of the suppliers and to establish long term relationship with the suppliers.Traditional control method to the purchase cost is force down the prices, emphasize the negotiation, and always change purchase person to avoid the corruption, and press the delivery time and delay the payment. The control strategy of the advanced purchase cost is on the base of purchasing materials and market analysis to cut in "The Third Space of the Purchase Cost", to strengthen the analyses of purchase cost from the analyses the material cost, material price and suppliers cost, and control the purchase cost from the plan before purchase, control during the purchase and analyses after the purchase.Purchase risk control includes purchase cost risk control, supply risk control andraw risk control to the jobbery, mainly to the purchase flow, purchase application, purchase price, purchase contract, purchase quality and payment.The function of the purchase performance is to low down the purchase operating cost and purchase price, bring better decision. The management of the purchase performance is through certain method and measure, not only fully evaluation to the performance and ability of the purchase person, but also need strengthen the business quality training to the purchase person, to improve and promote the purchase performance from cooperate with the supplier to improve the product quality, reduce the purchase cost and etc.ERP system concentrates a mass of basic data and information share, on the part of purchase management, emphases the idea of "pre-plan, middle-control and after-analysis". ERP has distinctly benefits on the part of control and analyses of purchase application, purchase quantity, purchase price and etc, evaluation of the purchase risk control and purchase performance and suppliers' management.As the Internet information technology develops rapidly, many new and effective purchase methods emerged as the times require. Minfeng Purchase Management also needs to use the information technology to try and develop the way of reduce the purchase cost, so as to improve the level of company's purchase management.
