Talents are the foundation in the enterprise's long-time development, they are also the enterprise's core competitive ability source of momentum. At present, with our country entering WTO ,the market of telecommunication further opening and the third generation mobile communication technique(3G) growing in China, it will permit more and more telecommunication operation-business to enter the mobile market, the environment of the mobile communication enterprises has profound changes, the enterprise will face the survival pressure and the risk never met before. The mobile communication enterprise wants to survive and continue to develop and succeed in domestic and foreign market competetion, we should make the outstanding human resources work the base of Heilongjiang Mobile Company. These years human resources work has made huge progress and achieved a lot in Heilongjiang Mobile Company, but the human resources work also has all kinds of crisis, this kind of situation has seriously affected the Heilongjiang Mobile Company's participating in the market cooperation and competition, therefore affects the Heilongjiang Mobile Company's growth. So the enterprise human resources crisis work is of a great importance to Heilongjiang Mobile Company.According to the characteristics of the Heilongjiang Mobile Company and along with the analysis of Heilongjiang Mobile Company's Current Condition and its special requirements of human resource, this paper will talk about the universal crisis in daily human resource work and analyze the causes of the crisis above the research of enterprise crisis management and human resource management. Based on this it put up the rules that should be obeyed in Heilongjiang Mobile Company's human resource management work, builds up the evaluation system of human resource crisis, builds up the computer management and protective system.
