The Research On The Recycling Economy Developing Model And The Evaluation System In Heilongjiang Province

As the earliest area that carries out planned economy, affected by so many factors as system, Heilongjiang drops behind the coastal advanced areas after the reform and opening to the outside world and presents series of problems in economy society and ecology. So cyclic economy emerges as the times require that can solve these problems. Compared with the traditional linear developmental pattern, cyclic economy is a pattern that recycles the materials and energy and discharge low pollution even no pollution.At first, the article analyzes the background and meaning of developing cyclic economy in Heilongjiang and then makes an intensive study of the connotation of cyclic economy and related theoretical basis including system theory, information theory and controlling theory.Secondly, the article makes a intensive study of the support system of cyclic economy that includes technological support system policy support system and law support system on the basis of analyzing the connotation of cyclic economy; then, it describes the present situation of economy development in Heilongjiang and the present state of cyclic economy in Heilongjiang showing the advantages and disadvantages of developing cyclic economy in Heilongjiang. On this basis, the article puts forward the guideline and the total frame of developing cyclic economy in Heilongjiang.Thirdly, guided by the guideline and total frame of developing cyclic economy in Heilongjiang, the article establishes the basic pattern of developing cyclic economy in Heilongjiang that is cyclic primary industry, cyclic secondary industry and cyclic tertiary industry and probes into the concrete measures deeply.Fourthly, the paper sets the economic indicator system and the pattern of analytic hierarchy process according to the principle of integrating the science and practice , system independence and hierarchy, dynamic state and static state , relativity and integrity, operation and simpleness ,guidance and direction, combining with features of recycling economy evaluation system. According to the data we get the conclusion that the developing recycling economy level of Heilongjiang province is much low.Finally, according to the economic characteristics of Heilongjiang, this paper brings forth the countermeasures to develop the recycling economic of Heilongjiang province. The countermeasures include the optimizing the recycling-economy-related laws and regulations, establishing policies and measures favorable for the recycling economic development, paying attention to the extension of coal industry chain, accelerating the technical innovation, encouraging citizens to participate in recycling economy construction. The policies and measures mentioned include: taxes, subsidies system, sewage system, green GDP accounting system.
